The Tampa Bay Homebuilding Market
The Tampa-St. Petersburg-Clearwater metro holds about 3.42 million residents and added roughly 37,700 people between July 2024 and July 2025, per U.S. Census Bureau estimates.
But the character of that growth is changing. Net domestic in-migration fell from about 34,900 in 2023 to roughly 10,500 in 2024, a drop of nearly 70 percent, the steepest of any major U.S. metro, according to Redfin’s analysis of Census estimates. Rising mortgage rates, hurricane-insurance costs and narrowing cost-of-living advantages slowed the inflow, and growth shifted to the ring counties: Pasco County added 18,326 residents in a single year, the second-fastest-growing Florida county by raw numbers.
The region holds about 1.56 million nonfarm jobs, up 0.9 percent over the past year, with construction employment near 99,600, and Tampa led all Florida metros in over-the-year job gains this August. Unemployment sits at 4.8 percent, a touch above the national rate: a job market that is still growing but no longer overheated.
Housing is recalibrating rather than crashing. New-construction permits rebounded across Tampa Bay in 2025, up 18.7 percent in Hillsborough County, 42.2 percent in Pinellas and 42.1 percent in Manatee, yet Hillsborough’s 2025 volume remains roughly 58 percent below its 2021 peak. The median single-family home price sits near $410,000, up 2.5 percent from a year ago, per Florida Realtors.
The result: a two-builder town at the top. Lennar and D.R. Horton alone closed more than half of all new homes in the Tampa market in 2024, competing directly with strong regional operators such as Homes by Westbay, M/I Homes and Ashton Woods.

Why Tampa Bay Homebuilders Use Executive Search
A Two-Builder Town at the Top
Lennar and D.R. Horton combine for more than half of all new-home closings in Tampa. Executive searches here mean either competing for proven talent inside two giant organizations or finding the regional and private-builder leaders, at companies like Homes by Westbay, M/I Homes and Ashton Woods, who keep winning share beneath them.
Growth Moved North: the Pasco County Play
The metro’s growth is now donut growth: Pasco County is Florida’s second-fastest-growing county by raw population gains, and the entitlement pipeline along the SR 56 corridor, including the Two Rivers expansion at roughly 4,000 additional single-family homes and PulteGroup’s Enclave at King Lake, means land acquisition and development talent is the scarcest seat in the market.
Recalibrating, Not Crashing
Permits rebounded 18 to 42 percent across Tampa Bay jurisdictions in 2025 yet sit roughly 58 percent below 2021 peaks in Hillsborough, and domestic migration is down about 70 percent from 2023. Builders are leaning on incentives to move inventory. The searches in demand now are division presidents and sales leaders who can protect margin in a flat market, not just chase volume.
Corporate Relocations Keep the Buyer Pipeline Warm
More than 29 companies announced relocations or expansions in the past year, Tampa ranks among the top five U.S. cities for corporate headquarters, and a defense-tech cluster is forming around MacDill Air Force Base. That steady stream of relocating professionals underwrites move-up and luxury new-home demand even as raw headcount growth cools.
The Hardest Searches Cluster in Land and Construction
Land acquisition and construction leadership are the toughest Tampa Bay searches. Everyone is chasing entitled lots in Pasco and South Hillsborough and production talent at the same time.
