The ideal candidate will have experience managing entitlements and due diligence for land development projects, assessing feasibility and risk, and coordinating zoning, permitting, and governmental approvals.

Land Entitlement Manager Responsibilities
Land Feasibility and Due Diligence
- Assess proposed development sites for feasibility, including site constraints, zoning, jurisdictional requirements, and subdivision standards
- Coordinate with engineering consultants to develop preliminary sketch plans aligned with local ordinances and development codes
- Lead due diligence activities for new acquisitions, including environmental, wetlands, geotechnical, utilities, off-site improvements, and development obligations
- Develop approval schedules and preliminary site development budget estimates in support of acquisition decisions
- Compile due diligence packages and executive summaries, providing clear recommendations on feasibility, risk, and path to entitlement
- Support contract-driven due diligence timelines and internal approval workflows to ensure compliance with seller requirements and closing schedules
- Coordinate processes required for due diligence and work with internal teams, consultants, and legal counsel to resolve open items prior to closing
Land Approvals
- Manage the entitlement and approval process for projects from concept through final approvals and permits
- Maintain entitlement tracking logs, permit schedules, and milestone deliverables to keep projects on schedule
- Coordinate with municipalities, adjacent property owners, HOAs, utility providers, and other stakeholders to gain project support
- Support consultants in preparation of rezoning exhibits, entitlement submittals, and preliminary and final plats, as applicable
- Facilitate projects through the entitlement process, including concept plans, rezoning, variances, preliminary plat, final plat, and engineered plan approvals
- Attend and present at public meetings when needed to support rezoning and entitlement approvals
- Review development plans for compliance and value engineering opportunities in partnership with the Director of Land and internal stakeholders
- Develop and review contract documents with design professionals, other vendors, and consultants supporting entitlement deliverables
- Track project expenses during entitlement progression and assist with entitlement and development budget updates
- Coordinate closing-related items with attorneys and financ,e and support a smooth transition from closing to development execution
- Route invoices from subcontractors and vendors to the appropriate parties for approval and payment
Land Entitlement Manager Requirements
- Bachelor’s degree required
- Experience in land entitlements and due diligence within residential land development or homebuilding
- Working knowledge of zoning, permitting, and entitlement processes across multiple jurisdictions
- Ability to manage multiple detail-oriented tasks with simultaneous deadlines while exercising strong initiative and follow-through
- Proficiency with standard business software, including spreadsheets, scheduling tools, and document management systems
- Knowledge of CAD is a plus
- Strong communication skills with the ability to coordinate effectively across internal teams, consultants, and public agencies
- Detail-oriented problem-solver able to work through complex entitlement challenges
